Mission:
To guide, evaluate and monitor issues related to District 12 development and preservation that influence the physical and or economic well-being of St. Anthony Park and surrounding communities.
Goals:
- Implement long-term plans involving land use issues and economic development with St. Anthony Park and surrounding communities
- Provide community forums to adequately address land use issues that affect St. Anthony park and surrounding communities
- Recommend positions on proposed licenses, permits, zoning, special condition use permits, site plans, variances and other activities.
The City notifies the district council when variances, (link here to variances.doc) conditional use permits, or rezoning has been requested for new construction, additions or change of land use. The Land Use Committee may then review the issue and forward a recommendation to the Full Council which then is relayed to the City.
The Land Use Committee notifies residents when issues arise in their neighborhood and solicits their opinions on the proposed changes. Unfortunately, current legislation demands that requests be processed within 60 days from the time they are submitted to the City. This sometimes forces the district council to work on a less than ideal timeline.
Examples of recent variance requests reviewed by the Land Use Committee:
A three-car parking variance requested by Park Midway Bank for a proposed new building at Como and Doswell.
A setback variance required to build a new garage at on Chelmsford Street.
A change in zoning necessary for a salon to locate on Raymond Avenue.
City of St. Paul Public Hearings on these issues:
After the district council takes a position on an issue, residents can still make their opinion known at the Public Hearings held by the Planning Commission, Board of Zoning Appeals, or City Council.
Conditional use permits, nonconforming use permits, rezoning and related administrative reviews appeals have hearings before the Zoning Committee. For more information on the schedule, visit their web site.
The full Planning Commission makes the final decision 8 days after the public hearing.
Variances and related administrative review appeals have hearings before the The Board of Zoning Appeals. For more information on the schedule, visit their web site.
The City Councils will have a hearing if there is an appeal of a decision of the Planning Commission or the Board of Zoning Appeals or for any rezoning. Hearings are on Wednesdays at 5:30 pm.
